ROAD TOWN, Tortola, VI — The Government of the Virgin Islands has launched a procurement process seeking a comprehensive insurance programme for the Ralph T. O’Neal Administration Complex as restoration and construction work continues at the Territory’s principal government administrative facility.
The proposed insurance coverage will run for a period of one year and is intended to protect Government property assets, ongoing construction activities and third-party liabilities associated with the continued development and operation of the Complex.
The procurement forms part of the Government’s ongoing investment in restoring and modernising the Administration Complex following the extensive damage sustained during the 2017 hurricane season.
According to the tender notice, the continued construction programme and occupation of the Complex have created a range of property, construction and third-party liability risks, making comprehensive insurance coverage necessary to protect the Government’s financial interests.
At a minimum, the insurance programme must include Contractor’s All Risks Insurance, Extended Fire and Perils Insurance and Public Liability Insurance.
Interested companies may request tender documents by emailing the Procurement Unit at with the subject line “Insurance for the Ralph T. O’Neal Administration Complex.”
However, prospective tenderers are being warned that the mailbox is not automated to provide confirmation of receipt. Applicants who do not receive an acknowledgement within two working days are responsible for following up with the Procurement Coordinator, as the Government and Procurement Unit will not be held responsible for the non-receipt of documents.
A virtual pre-tender meeting is scheduled for Thursday, September 3, 2026, at 10:00 a.m. local time. While attendance is not mandatory, prospective tenderers are strongly encouraged to participate. Access details for the meeting will be provided in advance.
Tenderers are also required to ensure they are fully informed of all existing and anticipated conditions that could affect the cost and performance of the contract. The Government noted that failure to properly assess associated costs will not relieve a successful tenderer of its responsibility to complete the contract.
Interested bidders must submit one original, three copies and one flash drive containing their tender documents. The original must be sealed and marked “ORIGINAL,” while the additional documents must be sealed separately and marked “COPIES.” Both packages must then be placed in an outer envelope marked “Insurance for the Ralph T. O’Neal Administration Complex.”
Submissions must be addressed to the Chairman of the Central Tenders Board at the Ministry of Finance Procurement Unit, RFG Place, Second Floor, Waterfront Drive, Road Town.
All tenders must be hand-delivered and deposited in the Tender Box at the Procurement Unit no later than 10:00 a.m. on Tuesday, September 29, 2026. Late submissions will not be accepted.
Tenders are scheduled to be opened at 11:30 a.m. on the same day, with tenderers invited to witness the opening virtually via WebEx. Access information will be provided before the opening.
The Government has stressed that it is not obligated to accept the lowest-priced bid, or any bid submitted, and will not cover any costs incurred by tenderers in preparing their proposals.
The new insurance procurement comes as the Government continues efforts to restore, protect and modernise the Ralph T. O’Neal Administration Complex nearly nine years after the devastating 2017 hurricanes left significant damage to public infrastructure across the Virgin Islands.
