THREE LOCAL MEN CHARGED IN ILLEGAL FISHING INCIDENT

The Royal Virgin Islands Police Force (RVIPF) has charged three men following an incident of illegal fishing within Territorial waters.

On March 20, 2026, officers attached to the Marine Unit were conducting routine sea patrols when a vessel was observed with individuals. Upon approaching and conducting inquiries, officers observed spear guns on board, along with a quantity of fish bearing markings consistent with spear fishing.

The occupants, Albert Stoutt, 69 and Andrew Stoutt, 32 both of Little Apple Bay, and Zacchari Stoutt, 35 of Soper’s Hole, were detained and transported to the Virgin Islands Law Enforcement Marine Base, where further investigations were conducted and the vessel processed.

The three men were subsequently arrested and have now been formally charged with two (2) counts of Using a Prohibited Method of Fishing, contrary to the Fisheries Act of the Laws of the Virgin Islands. They were granted bail in the sum of $1,500 and are scheduled to appear before the Magistrate’s Court on 7th May 2026.

During the investigation, a quantity of marine life was seized and handed over to the relevant authorities.
