The Telecommunications Regulatory Commission is the new Chairman of the Organization of Caribbean Utility Regulators (OOCUR)

The Telecommunications Regulatory Commission (TRC) has announced the election of its Chief Executive Officer, Mr. Guy L. Malone, as Chairman of the Organization of Caribbean Utility Regulators (OOCUR), effective April 30, 2026.

Mr. Malone was elected during OOCUR’s 20th Annual General Meeting held in Trelawny, Jamaica, which formed part of the organization’s 20th Annual Conference. His appointment reflects both his extensive experience in utility regulation and the growing role of the British Virgin Islands within the regional regulatory landscape.

In his capacity as Chairman, Mr. Malone will lead the organization’s General Assembly and Executive Council, while helping to guide regional discussions and initiatives relating to utility regulation, policy development, innovation, sustainability, and regulatory cooperation across the Caribbean.

Commenting on his appointment, Mr. Malone stated, “It is truly an honour to serve as Chairman of OOCUR during such an important period for the Caribbean. As a region, we continue to navigate significant developments in digital transformation, energy sustainability, climate resilience, and regulatory modernization. I look forward to collaborating with member regulators, regional stakeholders, and international partners as we continue to strengthen utility regulation and support sustainable development throughout the Caribbean”.

The British Virgin Islands’ assumption of the Chairmanship represents a noteworthy accomplishment for the Territory and demonstrates its continued commitment to regional leadership and cooperation within the utility sector. This role will require strong collaboration among local stakeholders, particularly as the Territory contributes to advancing discussions and initiatives affecting telecommunications, electricity, water, and wastewater regulation throughout the region.

In this regard, the BVI Electricity Corporation, the Water and Sewerage Department, and the Ministry of Communications and Works will each play a pivotal role in supporting the British Virgin Islands during its tenure as Chair. Their involvement will help foster a coordinated national approach to regional utility matters and strengthen the Territory’s participation within OOCUR.

Established on July 26, 2002, OOCUR serves as the regional association for utility regulators across the Caribbean. The organization currently represents sixteen member jurisdictions and supports the advancement of effective and independent utility regulation through research, capacity building, information sharing, and regional collaboration.
