SAFEGUARDING CHILDREN FROM UNDERAGE DRINKING DURING THE 2025 EMANCIPATION FESTIVAL

The 2025 Virgin Islands Emancipation Festival is underway, and the Family and Juvenile Unit of the Royal Virgin Islands Police Force (RVIPF), is urging the public to remain vigilant in safeguarding our youth, particularly from the dangers of underage drinking.

Child safeguarding means taking proactive steps to protect children from harm, both intentional and unintentional, including exposure to substances that could threaten their health and safety.

During the 2024 Festival, a troubling number of minors were found consuming alcohol, with several requiring medical attention. Already for this year’s festivities, one such case has been reported. We cannot afford a repeat of this pattern.

Under Chapter 106, Section 34 of the Liquor Licence Ordinance of the Virgin Islands, it is illegal for any business to sell alcoholic beverages to individuals under the age of 16. Additionally, Section 204(2)(c) of the Criminal Code (as amended in 2013) defines it as cruelty to children for any adult aged 18 or over to give, sell, or facilitate the sale of intoxicating liquor to a child under 16, except under medical direction or in emergency cases.

The RVIPF is reminding:

• Booth owners, vendors, restaurants, supermarkets, and hotels: Do not sell or serve alcohol to minors.

• All adults: Do not purchase or provide alcohol to minors under any circumstances. Inspector of the Family and Juvenile Unit emphasized, “The safety and welfare of our children is paramount. Enforcing legal age restrictions on alcohol consumption is not only a legal obligation but a moral duty. We urge everyone to play their part in ensuring this year’s festival is safe, enjoyable, and free from incidents involving underage drinking.”The RVIPF calls on the community to remain alert and support all efforts to protect our youth during these celebrations. Together, we can create an environment where children and families can enjoy the festival in safety and unity.
